When should I expect my puppy to start walking and paying attention to me?

Here`s another great article:

I’ve got an 18 month of rottipit, he’s been great. We are starting to work on heel now, and his walking has been a continuous improvement from the early days. However he is still just overwhelmed with all of the smells when we walk around the neighborhood. Since quarantine he’s walked daily so he knows the area. Sometimes I think he’s part bloodhound the way he sniffs everything.

My partner and I argue because I complain that we should have him looking at us and following us as we walk. Instead she says this is only time outside really, and of course he’s going to want to enjoy it. She thinks it’s cruel in a way to not allow the dog to constantly sniff.

Thoughts?
