Should I use a pooch patch for a condo dwelling puppy?

Hello! This is my first puppy post, I’m picking up my Shiba Inu puppy next week. I live in a condo and there’s lots of puppies in my area so I am reluctant to take him outside too much until he’s had another round of shots. Is it worthwhile to get a grass patch for the balcony until it’s safer for him to explore outdoors, or could this teach him that he’s only ever going to pee on the balcony? I don’t want to pay for patches forever. He will have pee pads inside at least for the first little bit but I hope to also phase those out. Thanks in advance.
