My puppy at 4 months is several pounds larger than both his parents?

So I got my puppy from someone else, and I can’t find much information on the breeder. The person I got the puppy from gave me his vaccination records, and supposedly the parents of my puppy were 6 pounds (toy poodle) and 7 pounds (maltese). So far my puppy at 4 months old is nearly 11 pounds and I don’t see how this is possible — at this rate my puppy will be around 20 pounds. Is this even possible? Is there a chance the original breeder is lying about the parents?
