If I give my puppy soaked, frozen dishcloths to chew while he’s teething, will he then think it’s okay to chew dishcloths?

We try to maintain a super clear boundary between what’s his and what’s ours, and I’m just wondering if this would confuse him.

We’ve soaked and frozen one of his rope toys but I don’t know if it’s too hard/if the frozen threads will poke his mouth… I’m supervising him closely as he’s chewing it now though and he seems to be enthralled and being fairly careful/gentle with it.
