Dog seems to be only treat motivated

Here`s another great article:

I inherited my sister-in-law's 13 year old Jack Russel terrier, Tumble, as my in laws did not approve of my baby nephew mixing with a pet.

Tumble has been living with us for almost a year now and has mostly been great with us. She had some behaviour training when my sister in law first got her but it wasn't completed. I've been trying to train her some of the basic commands like stay, come and touch but is there a possibility that a dog is only treat motivated? She's completely not interested in obeying the commands with no treats in sight or with her own food as rewards. I do worry that spending a lot of time training combined with the treats involved would also not be good for her since she's quite senior.

Any advice?
