Dog is resetting position in multi-step actions (e.g. heel). How do I address this?

My puppy is 5 months old, and I'm trying to teach him some routines that have multiple steps to them e.g. heeling or sitting then waiting.

For heel, I'm able to get him on the touch pad, but after I praise him, he immediately gets off of it in excitement or for a treat. How do I praise him, but let him know there's more to be done and not have him move. Should I not be praising him then?

I get the same issue when trying to get him to sit/wait in the elevator–thinking praise means he's done.

How do I correct this?
