Do dogs get better with distractions as they get older?

Here`s another great article:

Currently have a 4m/o boxer puppy— love the little thing to death.

She’s smart, she knows everything I could think to teach her, sit, stay, come, shake, heel, go to bed, fetch ect.

I’m super happy with how quick she learns and how well behaved she is for her age, however it seems like whenever new people or things or dogs are around, all training goes out the window when there’s that much stimulation. Is this more an age related issue? I know she’s young. She prefers people and pets over treats so keeping her focus when we walk by other people is next to impossible lol.

Any guidance or opinions are welcome! Thanks for your time.
