Weaning off pads, but it’s like a torrential downpour outside

Here`s another great article:

So, my 14-week old pup has finally been going out in our backyard after a week of confusion with the being outside to eliminate himself. Today, it is extremely heavy rain. Should I just let him eliminate on the tile or should I use a pad? (It was frustrating getting him to understand that he should eliminate on the grass, not fabric-like material) Will this set him back? I want to eventually let him on my bed, but before we started taking him outside, he tried to pee on my blanket (it's white). Thank you
