Our 4 month old sheltie mix would either empty the Kong too quickly or get bored if it was frozen or otherwise too difficult.
Last week I made some chicken breast jerky in the oven (super high value reward for her) but I made some slices wider than usual, and put one of those in the Kong. There’s a piece that sticks out so she has something to immediately gnaw on, and the rest she has to work for. She uses her tongue to soften up the jerky and little bits fall out when she nudges it.
