Stubborn puppy flops down on walks

Thanks for the help with my previous posts. I've encountered yet another problem.
My 13 week old Golden Retriever started going on walks. He's very good about going potty on the grass but he does not want to walk, he just plans himself on the ground. I tried switching from a collar to a harness (back clip). This has not really helped at all. We've tried luring him with treats, which works only sometimes. Sometimes he'll start to follow another dog or person.
Is this just a thing that many puppies do when they start out with leash training or am I doing something wrong? How can I fix this?
