Help please!

Just over three months ago we rescued a 7 month old rescue puppy who had recently had to have his leg amputated.

He is amazing. Doesn't chew anything he shouldn't, learns commands really quickly, loves going out for walks.

Except with my partner he sometimes behaves really strangely. I didn't really believe at first, as to me it appeared out of character. But having witnessed it, I have seen that it is quite a problem.

Sometimes, when my partner (male) wants to take him on a walk or asks him to do something he gets really scared and pees over himself. He cowers and refuses to move, and looks quite obviously panicked.

What is causing this and what can we do to help?

Edit: he is going to the vet tomorrow for a check up and to make sure this isn't health related
