Should we be crating our puppy anytime he’s not outdoors?

My 4 month old cavapoo pup is great at holding his bladder when in his crate and always pees/poops when we take him for walks. The problem is that lately, when we've been letting him play in the apartment after taking him out, he is peeing on the wee wee pad, or worse, the floor. He won't even show any tell-tale signs of needing to go – no circling, sniffing, etc. He will just squat and pee.

Question: Should we be keeping him crated at any time we are not outdoors? How do we teach him to tell us that he has to go? We know he can hold his bladder for much longer than he is doing when now when we let him free in the apartment.
