Shellie lunging towards cars

I have a 1.5 year old sheltie. He’s great at walking.. except when a car or a person goes by. In the event of a car, he will lunge towards the car barking his head off. When a car goes by I hold him on a close leash so he doesn’t get hit. However, I have no idea how to stop this behavior. He’s a smart dog and is certainly capable of learning.. I just don’t know how to even approach this particular situation, especially since he’s a herding dog and it almost seems innate to do exactly this.

Any help is appreciated!!
