My puppy is starting to chew up his pads, should I take them out?

My 10 week old puppy has started to chew up his pads, now he tears them up and there’s cotton everywhere. We keep our puppy in a play pen because we don’t really trust him around the house yet. we always take him out to potty, but there are those times at night and during the day when we’re not around he’ll need to potty. Should i take the puppy pads out and just completely switch to taking him outside? What are some effective training methods I can use on him to teach him not to chew it up.
