My dog is a surrender from the Humane Society so we're not entirely sure what his background is but we know that he's generally very loving and friendly.
When a new person comes to the house, he walks right up to them, wagging his tail, and begins to sniff them. He's really friendly for the first 5-10 seconds of the interaction but then when the new person leans in to give him love he starts barking and freaking out.
It's weird because he seems totally comfortable up until a certain point. He will rub up against them and wag his tail but if they bend down to greet him, he freaks out.
What is causing this behavior? How do I get to a point where I know he will be fine around guests?
