Unfortunately I have to stay with my parents for a while due to a housing mix up and I have a sheltie puppy. My father is insisting that I must leave him chained up in the yard when im not home. Typically I leave him in a crate in doors while Im not home because he is still prone to chewing on cables and such while he is alone. I think that it would be a horrible idea to leave a puppy outdoors for anymore than an hour. Who is right in this situation?
