Is it possible to motivate a puppy with toys instead of food if puppy is too timid to play?

My gut tells me I shouldn't be relying on food to train my 14 week old Australian Shepherd but he doesn't seem to respond to toys and praise. I got him a couple of days ago. He was shy and scared at first but since then he's slowly coming around. There are a couple of toys that he likes to chew on but nothing that causes him to really play like a happy little puppy. Is there something like catnip for dogs? If I cannot come up with a food-less solution, I guess I can use tiny bits of liver.
