How can I stop my dogs from braking at literally everything?

I have two small half chihuahuas, and one of them (3 years old) always barks at other dogs, and the other one (6 months old) barks at literally everything outside.

We gave one of the dogs a collar, which worked for the older one but found it also made her scared so threw it away.

The older dog goes nuts when I walk just outside the house, but doesn’t bark at anything when I walk with her at the beach without a collar. The younger goes nuts at anything he sees, also people but when he gets close and examines he stops. This isn’t the same for other dogs he will go nuts whatsoever.

Is there any advice someone could give me? I thank you in advance.
