Help with reactive barking

Hey reddit! I'm cross posting this because I'm looking for any and all help I can get here. My mom has a 7 year old fixed, male, Pitbull Rotweiller mix named Bailey. He has progressing vision loss who has problems with any outside noise or person and even if nothing is there. Whenever someone walks by, comes into the house, or the wind blows he will bark consistently for 10 minutes at a time. For some background, he lives with our other dog Pemi who has anxiety but we don't believe that she's a reactive dog. However, she will join in with him on his barking tyrades which doesn't help the situation. They are generally happy dogs, not big on toys but are just happy with attention and pets. We were just hoping to find some tips on helping calm down those reactions. Thank you!
