Help with crate aggression?

I am in the process of rescuing a one and a half year old English Springer spaniel and he has stayed with us for about a week as part of the rescues two week trial period before the adoption is final. From what I know of his past, he was bounced around in about 5 different homes and has definitely developed anxiety from this lack of consistency, and I think this is the biggest issue when it comes to his behavioral problems. My main concern at the moment is his crate aggression. He never tries to bite aggressively unless he is in his crate and someone tries to pet him while the crate is shut. I have never dealt with this issue when it came to my other dogs and I was wondering if anyone had any tips on how to get rid of this behavior?
I don’t want to give up on him like his past owners but I am getting scared that he may bite me or someone else in the house.

His other issues are jumping on people, mouthing when his toys are not near him, and hyperactivity (though this may be alleviated a bit now that we can exercise him more after his recent neuter).
