She has no problem getting it on inside before walk. Then we go somewhere with no cars and I let her off leash. She always follows me and answers the recall command. But when the time comes to head back home through the area with cars, I need to put a leash on her. I would recall her, she would come to me in arms reach distance, but when I reach out to handle her she runs away. How to make her not run away when I try to put her on leash? She doesn't run away from handling at home.
