Dog regressing potty training

Had my 10 week old puppy for over 2 weeks now and he’s peeing and pooping in the house more now than when we first brought him home at 7 weeks. Just last night I took him outside, like I regularly do every hour, but he just goes outside, won’t pee, then runs back up the ramp to go inside and pees right in the house.

This morning at 4:30 am he was barking so I got up to take him out, brought him outside and he peed, we were outside for about 5 minutes then he ran up the ramp again, as soon as we got inside he popped on the floor.

Later this morning we went outside again as part of our hourly breaks, he wouldn’t per, ran up the ramp twice, I brought him back down but he still wouldn’t go. We went inside then he immediately peed on the rug.

I don’t know what’s going on here. Me thing he is good at (before we got him) was going on his potty pad, and for some reason he pees on ruts a lot, meaning small rugs we use to wipe our feet and such, similar to his potty pad. He keeps peeing on those and we’ve just removed the last of them this morning.

What’s the issue here? Him, the rugs, me? I’m desperate for any suggestions is 10 weeks still too young to expect potty improvement?
