Dog play biting

Hey guys. So I have a 14mo female Corgi. I've had her since she was 4 weeks old. She's not an exceptionally cuddly dog. When we used to play, we played kindof rough, now however, when I try to pet her, she thinks we are playing and attempts to bite my hand or whatever is closest.

Yes it's my own fault, but I was wondering if there is a way to train this out of her? As she thinks it's acceptable to do with other people as well

It would be great if I could just sit down with her and pet her without her going insane trying to bite and play.

She also has a tendency to try to 'herd' me when we go on walks, this behavior only started about 3 weeks ago. When she does this I usually stop, get her to heel, and then continue, but this doesn't seem to be working. Anything I'm doing wrong? Any advice would be appreciated!
