Dealing with a stage 5 clinger

I hope this doesn't break any rules. If it is already commonly answered I hope someone can point me to a valuable resource.

How do you deal with a stage 5 clinger, I am talking about a dog that's more clingy that my ex?

It's a ~3 year old dashaund and it is a super needy dog. If you're sitting on the couch it has to be in your lap, trying to sit on your chest and always licking your face and mouth. If you're not in the same room as it, it will whine at the door for hours. If you're in bed it tries to climb in the blankets and continue to lick face/mouth.

I've tried being consistent with it, whenever it enters my personal bubble to pick it up and move it beside me or on the floor. Googling articles says to be consistent in just ignoring it when it acts like this.

What else should be done to deal with a needy dog?
