Carrying around a small dog like a toy

Here`s another great article:

We recently adopted an18 month old Australian Cattle dog/ pit bull mix. We have brought her to the dog park a few times with no issues. Today someone came in to the large dog side with a teacup Yorkshire terrier. All the dogs were chasing it when our dog picked it up by the scruff and carried it 10-20 feet, then put it back down. The dog was unhurt, but this incident really shook me up. Should I be concerned? Considering not letting her go back. She lives with cats and a beagle and seems to genuinely love everyone.
