Any hope of training Boston Terrier/Beagle mix to walk off-leash?

Here`s another great article:

My 2.5 yo Boston Terrier/Beagle mix will bolt from the house when she gets the chance if one of our doors is accidentally left open, then she plays her favorite game of sprinting off when my housemates and I go after her. This is especially scary since we live next to a busy road.

How can we teach her to not run away when she gets the chance? I dream of being able to go on walks with her without a leash, but I know that this can be difficult with breads that are particularly smell/prey driven (like terriers and beagles).

She knows some commands like “come” and “stay,” but she is unreliable with these commands. How can I train her to stay near me and not bolt when she is off-leash?
