An advice to train a non-treat-motivated dog to go down the stairs?

We recently adopted a 2.5 yr old, 110 lb Great Pyrenees – he’s settled in great and is very happy. We’re trying to get him to go down into the finished basement, where my boyfriend’s office is, but he simply won’t budge. We’ve gotten him to get treats from the first three steps, but he seems to be too afraid to put his back paws on the stairs and just stretches with his front paws to get the treats. If we try to get him to go any further, he just plops down and won’t move. Any ideas?
