Afraid of cars

Here`s another great article:

My five month old rough collie puppy cannot stand cars. She’s okay with them parked and driving by slowly in the apartment complex. Once we start working in the neighborhood outside the complex, she’s terrified. Sometimes, she’ll just freeze and stare at them go by and with treats, I can bribe her to move on. Other times, she darts as far away as she can. When there’s too many cars (maybe just two cars), she tries to run away to go home. What can I do to make it better? I try to enforce with treats and take it slowly without pushing her, but she’s getting worse and not better.
